Michigan Adds Fixed-Odds Horse Racing to Online Sportsbook Catalog

Michigan has added fixed-odds horse-racing wagers to its online sports-betting options, allowing licensed operators to offer bets whose payout odds are set when the wager is placed.

The option became available Friday on licensed Michigan online sports-betting platforms. It gives race bettors a format that mirrors conventional sportsbook betting, rather than one in which the potential return can shift before a race begins.

CDC Gaming reported the addition to the Michigan Gaming Control Board’s sports-wagering catalog. The board’s catalog sets out the leagues, events and wager types approved for the state; it is updated when new offerings receive approval, while operators’ house rules are separately reviewed by the regulator.

The new format differs from the pari-mutuel system that had been used for horse racing in Michigan. In pari-mutuel betting, customers wager against one another, with bets pooled and payouts determined by the final distribution of that pool. The odds can therefore change until post time, meaning bettors are not guaranteed the price displayed when they made the wager.

MGCB Executive Director Henry Williams said the move reflected the direction of the horse-racing industry and the preferences voiced by customers. Bettors, he said, had asked for the straightforward, locked-in odds experience familiar from sports betting.

Williams said the addition allowed the regulator to meet that demand while supporting a fair and well-regulated horse-racing market in Michigan.

Pari-mutuel horse racing remains governed by Michigan’s Horse Racing Law of 1995, which covers wagering on live and simulcast races at licensed racing meetings. The MGCB licenses and regulates those meetings and the people involved in pari-mutuel racing activity, while the state says its horse-racing rules continue to change as the industry evolves.
